Harper County and the cities of Attica, Harper and Anthony provide numerous public services that enhance the quality of life for local residents.
Two public school districts serve Harper County students: USD 511, based at Attica and serving the northwest portion of the county, and USD 361, based in Anthony and Harper.
USD 511 is one of the smaller districts in the state, with 125 full-time equivalency enrollment (FTE). It boasts a district graduation rate of 93 percent and a student-teacher ratio of about 7 to 1. The total number of certified staff is 20, and the district features a full curriculum of vocational, technical and humanities offerings.
USD 361 has a 2007 FTE enrollment of 843, with a student-teacher ratio of about 12 to 1. The total number of certified staff is 83, including nearly one-half with masters degrees. The district has a 95 percent graduation rate, and 72 percent of graduates attend a post-secondary school. Elementary school classes are conducted locally at both Harper and Anthony, while middle school and high school classes are at Chaparral High School, located between those two cities.
In addition, numerous post-secondary schools within 50 miles offer a multitude of educational opportunities, ranging from vocational and technical schools to community colleges and four-year universities. These include the Hutchinson and Pratt community colleges, Wichita State University, and Newman University at Wichita. Several area trade and technical schools also work directly with industries to provide tailored training programs.
Harper County boasts several locally-owned, full-service banks, with ample lending capacity to assist new and growing businesses, including industry, retailers, and the service sector. They also assist businesses in processing SBA loans.

The City of Anthony has a Fire Insurance Rating of 5. Protection is provided by 25 volunteers, CPR and haz-mat capabilities with one aerial ladder, two pumper trucks and rescue vehicle.
The City of Attica has a Fire Insurance Rating of 7. Fire protection is provided by 25 volunteers, with CPR and haz-mat capabilities. The department has one pumper truck, two tank trucks, and a rescue vehicle.
The City of Harper has a Fire Insurance Rating of 5. Protection is provided by 22 volunteers, with haz-mat and chemical capabilities. The department has one aerial ladder and five pumper trucks, and a rescue vehicle.

Anthony Medical Center is a 42-bed primary care facility, providing general medical, emergency and surgical services. Certified as a Rural Health Clinic, Also on the campus is Anthony Community Care Center, a Medicaid-certified long-term nursing facility; and Country Living Care, an independent and assisted living facility.
Harper Hospital is a 25-bed critical care facility hosting three physicians and three physicians’ assistants. Its 24-hour emergency room features advanced trauma life support staffing. Out-patient services include CT scans, sonograms, MRI, physical therapy and occupational therapy. Numerous visiting specialty physicians provide services on a regular basis. The hospital also operates rural health clinics at Harper, Attica and Argonia; operates Heritage Estates, an assisted living residence; and operates a wellness center and provides home health care.
Ambulance services are provided on a county-wide basis, with a staff of four full-time certified EMTs, and 26 volunteers, with ambulances based in Anthony, Attica and Harper.
